@sipa, @jonasnick and I proposed in a recent Bitcoin Core dev meeting to add @theStack as a maintainer of libsecp256k1. The purpose of this PR is to seek (N)ACKs for the maintainer change and for adding his public key fingerprint to SECURITY.md.

There seems to be no available key in keys.openpgp.org nor keyserver.ubuntu.com. It would be nice to upload it there.

There seems to be no available key in keys.openpgp.org nor keyserver.ubuntu.com.

The instructions in SECURITY.md worked for me:
