This drops the WITH_VALGRIND: 'no' and CTIMETESTS: 'no' overrides from the arm64-debian job. They are left over from when the job ran under QEMU. Without them, the job runs ctime_tests under Valgrind for gcc, clang and both snapshots, as theStack suggested in #1975.

I ran ci/ci.sh with the job's settings on aarch64 (Debian trixie, Valgrind 3.24) with gcc 14.2 and clang 19.1. ctime_tests passes with both. It fails with both after I plant a secret-dependent branch in secp256k1_ecdsa_sig_sign.

  2. ci: Run ctime_tests in the arm64 Debian job
The arm64-debian job sets WITH_VALGRIND and CTIMETESTS to 'no', a
leftover from when it ran under QEMU. They build the library without
Valgrind support and skip ctime_tests. Without them the job runs
ctime_tests under Valgrind for gcc, clang and both snapshots, as
    suggested in #1975.
