I mistakenly thought that the activation process for Process BIPs=20 was newly introduced with BIP=E2=80=AF3, but reading BIP=E2=80=AF2 again to= day, I=20 realized that it had been adapted from BIP=E2=80=AF2. BIP=E2=80=AF2 says: > A process BIP may change status from Draft to Active when it achieves=20 rough consensus on the mailing list. Such a proposal is said to have=20 rough consensus if it has been open to discussion on the development=20 mailing list for at least one month, and no person maintains any=20 unaddressed substantiated objections to it.
