Given that Ephemeral Anchors has been superseded by Ephemeral Dust (https://github.com/bitcoin/bitcoin/pull/30239 and #1524), but the references in this BIP are still about ephemeral anchors, I'm not sure which link would be the best replacement. @instagibbs, any suggestion?

I'm not sure doing more than a minimal update to a withdrawn BIP is worth it.
