BIP-0127: Prune some unfinished part and mark complete #2168

I haven't worked at projects related to this BIP for many years. The second part of the BIP was not entirely finished and never implemented by anyone I am aware of. The former part is still useful as a general-purpose construction that I hear some projects have adopted in some similar shape or form.

bip-127: Remove uncomplete and unused protocol buffers part

This part was never implemented by anyone and it is not complete in the
current state.

Yes, and the addition of a Changelog recording the change would also be good.

I added the table entry update that was missing.
