The type registry is meant to list every PSBT field so new BIPs don't pick a key type that is already taken, but the per-input table skips 0x19. That value is PSBT_IN_P2C_TWEAK from BIP-372 (Pay-to-contract tweak fields for PSBT). It was never in the per-input table of BIP-174 either, so the row got lost when the tables moved into the registry.

This adds the row between PSBT_IN_TAP_MERKLE_ROOT (0x18) and PSBT_IN_MUSIG2_PARTICIPANT_PUBKEYS (0x1a). I also checked every PSBT_* = 0x.. definition across the BIPs against the registry, and this was the only one missing.

bip174: add PSBT_IN_P2C_TWEAK to the type registry

BIP-372 defines PSBT_IN_P2C_TWEAK = 0x19, but the per-input table in the
type registry goes from 0x18 straight to 0x1a.
