The gitian build setup instructions have been moved to bitcoin-core/docs. Please open an issue there, or you can submit a PR directly to update the link in the build guide.

Edit: Actually, a PR to update the link is already open. If you'd like to gitian build, downloading the more recent version of Debian from the 8.x or 9.x series should work fine.
