[0.17] Backport #14966 #15053

   Backports #14966 to the 0.17 branch.

2. fix testmempoolaccept CLI syntax

   `testmempoolaccept "hexstring"` will give a "JSON parse error". The correct syntax is `testmempoolaccept \[\"hexstring\"\]` (but seems escaping is not displayed in other areas so leaving backspaces out).
