    Bump the gitian descriptor versions as a follow-up to #17007.

    Also fixes #17027 with a cherry-pick, and bump the manpages.

    Not against this, but FWIW: we don't usually do translation updates on master between major releases. (there are no transifex translations for master)

    That wasn't what I meant, it's fine to do it once (as there was really an issue here). Just didn't want to encourage it as a regular thing. But okay.
