This reintegrates the WIP release notes from the wiki.
This also adds a note to the release notes about macOS Catalina users having to "right click" and "Open" to open the DMG. Happy to adjust this as required.

48 | -platform. 49 | +Users running macOS Catalina may need to "right-click" and then choose "Open" 50 | +to open the Bitcoin Core .dmg. This is due to new signing requirements 51 | +imposed by Apple, which the Bitcoin Core project does not yet adhere too. 52 | 53 | Notable changes
Shouldn't we mention #16714 here? It is a really notable change for bitcoin-qt users.
Gui users will either see the intro screen and the new feature, because it is a fresh install. Or they don't, because it is not a fresh install. In either case it wouldn't help them if they knew about it upfront. Also, at some point we need to pull the release notes and push out the release.

I'm going to move forward with this, there's been plenty of time to make edits on the wiki, or comment on one of the issues related with 0.19. We don't tend to hold up releases on release notes.
