depends: Drop unneeded patches for qt package #20642

   Th Qt top-level build procedure (#20641, the first commit here) allows to drop dependcies related patches.

   The changes from #20504 (along with #19882) are incorporated into this PR (the second commit).

2. depends: Use Qt top-level build facilities

   This change makes it easy to integrate new modules.
