This is a UI-only change, the infrastructure for storing comments with transactions is already implemented (in tx.mapValue["comment").
In case of a Bitcoin URI, the comment should be filled in from the "message" field in the URI.
It is currently already possible to view the transaction comment in the Transaction Details window. However, it would be nice if it was more visible, maybe in the transaction list.
The interface might want to call it a wallet-note or a wallet-comment or a local-note... because a lot of people mistake these on the CLI for something that goes over the network. (if we can decide on a name that is more clear then changing the name in the api/cli would be good too)
In the UI at "send coins" I find "Label" is that what you are talking about? Then the new transaction table field should be named the same.
The label is per recipient, the message would be per transaction (as per the bitcoin URI spec BIP 21). Please don't confuse them.

I think this would still be a valid and useful feature. #5905 was a humble try... and I think the UI concept should/must be better then 5905. Especially the feature of adding a comment after receiving or sending a tx would be very helpful IMO.
