Simplify macOS .dmg build by adding background.tiff to git #23908

   This allows us to drop librsvg, imagemagick and tiffcp dependencies.

   The SVG hasn’t changed since 2015 (6 years already).

   The changeset also simplifies background.svg so it does not contain the package name (package name is already present in window title and underneath the icon shown in the install dialog).
