In lightning we have to fund channels with only inputs that are non-malleable, thus for safety generally just want to fund with witness-based outputs. It's be nice if there were an option to fundrawtransaction to explicitly request that.

Are these wallets that you control or instructions for users to fund channels with their own wallets? This behavior could be achieved by using descriptor wallets which do not have legacy descriptors imported.
If #23831 were implemented, this would also not be a problem for new descriptor wallets.
