`externalip=...onion` ignored when onion/prox not set #25669

My bitcoin.conf says externalip=....onion (among a few other IPs) but localaddresses in getnetworkinfo only lists the non-onion IPs. I assume this may (or may not) have to do with the fact that no onion/proxy is configured - the node doesn't have the ability to make outbound tor connections, but that doesn't mean anything for inbound onion connections.
