   We are due for an rc2. Bump version. Regen manpages. Regen exmaple bitcoin.conf.

4. doc: Generate example bitcoin conf for 24.0rc2 d68b6abeb8

   Verified all September 2022 have been replaced by October 2022, and that all v24.0.0rc1 have been replaced by v24.0.0rc2.
