   Thanks, however the release notes for 28.x are now being edited in the wiki. I’ve just added your change there: https://github.com/bitcoin-core/bitcoin-devwiki/wiki/28.0-Release-Notes-Draft.

   Just so I’m aware for future PRs: I can add release notes before branch-off of the new version, and after that, only maintainers via the release notes draft, correct?

   Yes, except that any contributor can edit the release notes wiki. (IIRC it was public before, but had to be limited due to fear of spam)
