build: Android build and related stuff for `Qt 6.x` #32254

Summary
- At the moment, Android build support was removed due to Qt 5.15’s limitations with NDK r25 and the migration to C++20 (as mentioned in #30049 #29360).
- #30049 #29636 indicates that the removed components will be reinstated once the build system is migrated to CMake and Qt is upgraded to 6.x.
- Are there any timelines or progress updates regarding the reintroduction of Android builds now that the transition to CMake is underway?

I guess this can be closed for now, given (https://github.com/bitcoin/bitcoin/pull/34211#issuecomment-3729993801):

The current GUI, based on Qt Widgets, does not offer a viable experience for modern mobile devices. This limitation was a primary driver for initiating the new QML-based GUI. Therefore, I see little value in packaging a Qt Widgets application for Android in 2026.

and any discussion can be continued in the QML repo.
