doc: Extend Windows build msvc doc to use winget for VS 2022 install #34515

    This PR adds a simple copy and paste-able instruction to meet the requirements to build on Windows (sans git).

    With the introduction of Visual Studio 2026, Microsoft made is not so easy to find the community edition of visual studio 2022 on it’s download page. The professional and Enterprise 2022 versions are behind a login and need a license / microsoft account. The 2022 community edition version is stil available to install via winget. This PR extends the documentation to include the relevant winget command.

    Also, moving to Visual Studio 2026 (Community edition) is currently not an option, it ships with a unusable vcpkg version.

    VS2026 Community edition ? For that version it’s a known issue

    I’m going to test VS2026 on a clean Windows installation.

    If it works, I’d actually prefer to go in the opposite direction: #33861.

    I checked a clean installation of VS Community 2026 18.2.1 on a clean Windows 11 Pro 25H2.

    I can confirm https://developercommunity.visualstudio.com/t/vcpkg-could-not-locate-a-complete-Visua/11023730.

    Hopefully, the fixed release will be available soon.

    Closed in favor of moving forward to vs2026 support in #33861 once a new version of VS Community 2026 is released.
