This pull adds 2 new command line arguments, -ircport and -irchost. This allows the internal hostname and port to be overridden. This is for the benefit of users who can't connect to standard IRC ports due to ISP restrictions.

Irc bootstrapping should just be phased out for these, and other reasons.
Today users can already us -dnsseed to deal with this case.

Prefer to leave things as-is for now. If you -really- need to change IRC connection info -- a method that is slowly being deprecated anyway -- then you can recompile the client.
