Upgrade dependancies and tweak build process.
- Upgrade to use miniupnpc 1.6: At least one user has commented that newer releases are more compatible with their (and apparently common) routers.
- Upgrade to wxWidgets 2.9.2: No longer need to patch it ourselves for new distros
- Upgrade to Bost 1.47 for Win32 Builds Boost has gotten really out of date here because previous releases didn't build (because no one bothered to research why, probably me though I cant claim to remember).

Closing again until I have a minute to get devrandom's upgrades which make mingw results deterministic pulled into this. (very much want this stuff for 0.4).

It would be nice to get a confirmation that the results here are deterministic...IIRC devrandom said that there are a few bytes changing in the final nsis exe, but everything else should be stable (including the boost and wx results). Im going to see if I can work on the nsis exe, but Ill leave this open because if it doesnt happen before 0.4 is ready to go, its fine by me.
