For a very long time the daemon defaulted to off without issue, with only the GUI defaulting to on. When the build system was redone this was changed.
GUI users need UPNP more, but they're also more often exposed to problems with it.

Apparently it is already default to off, except for gitian builds; thus we should change it in the descriptors.
