Turn on https support for Windows bitcoin #73

    I believe m0mchil was able to compile a full openssl1.0.0c with mingw, so for the next version of Windows bitcoin we should link against ssleay, ship the ssleay dll, and turn on support for connecting via https.

    Starting with 0.3.22, I'm gonna get everyone to build with ssl enabled, as well as static link crypto and ssl on Win32, there is no reason to be shipping our own libeay32.dll as well as bitcoin.
