Concept ACK. Verified that the keys are move-only. One nit: jl2012-key.pgp introduced in #7858 needs to be moved too.

Surprised there isn't more documentation to change. One thought, could this potentially break any existing gitian build setups?

If someone has automated the importing of gpg keys, I guess. But they'll notice soon enough.
