Still not thrilled with the class ( i.e. init.cpp 1232-1234 ), but, hey, it may indeed be minimally invasive. Only @sipa would know whether "common" was the reason for preferring a wrapper class to a new function ( #5619 ). 'Tis my best guess.

Right, the reason is to avoid a dependency from the leveldb/database code on main.
