Release schedule for 0.14.0 #8719

   Here is a proposed release schedule for 0.14.0. Like for previous major releases I've added 6 months to the previous release schedule (#7679), even though 0.13.0 was moved forward a month compared to the original planning. This means the planned release of 0.14.0 will be a month later compared to the planned release date of 0.12.0 last year.

   Proposed release schedule for 0.14.0:
   
   2017-01-02
   -----------
   - Open Transifex translations for 0.14
   - Soft translation string freeze (no large or unnecessary string changes until release)
   - Finalize and close translations for 0.12
   
   2017-01-16
   -----------
   - Feature freeze (bug fixes only until release)
   - Translation string freeze (no more source language changes until release)
   
   2017-02-06
   -----------
   - Split off `0.14` branch from `master`
   - Start RC cycle, tag and release `0.14.0rc1`
   - Start merging for 0.15 on master branch
   
   2017-03-01
   -----------
   - Release 0.14.0 final (aim)
   

   (yes, "easy to implement" is a joke)

   I think you meant 2017 for the first date?

   Bitcoin Core 0.14.0 [final] was released 2017-03-08. Only slipped the planned release date by about a week! I think that's a historical record.

   Congratulations everyone on the release.
