Boost 1.59.0 seems to be causing wake from sleep issues on Windows, see #8806. @laanwj suggested bumping Boost to 1.61.0 for 0.14.0.

I doubt we'll succeed in that by 0.14, and it's not that much of a priority. So following the upstream to get rid of known bugs makes sense for now.
