update libsecp256k1 for build failures. #9327

   Update for libsecp256k1 #433 once merged, and backport to avoid build failures on newly installed debian stretch systems.

   Let’s close this issue and decide in #9340 if we want to update the subtree to only include the fix or update the whole subtree to secp256k/master.
