I expected this to be in bitcoin-0.13.2/

Thanks for the report, this is a known issue. The version numbers weren't correctly bumped before the rc1 release, see #9389. This has been fixed, and will be correct if there is a second 0.13.2 release candidate, or in the final 0.13.2 release.
