The valid test vector "bare OP_2 script is not a segwit v2 witness program" (added in #2253) is missing from the Valid PSBTs table, and its category, Input Eligibility, is not among those listed for valid PSBTs. This adds both, and renames the table's "State" column to "Category" to match the Invalid PSBTs table.

bip-0375: add missing Input Eligibility row to Valid PSBTs table
The valid vector "input eligibility: bare OP_2 script is not a segwit v2 witness program" had no row in the Valid PSBTs table, and its category was not among those the Test Vectors section lists for valid PSBTs. Its "checks" field restricts it to the input eligibility check, and it does not pass the output scripts check, so it is neither "Can Finalize" nor "In Progress". Add "Input Eligibility" as a valid category and the vector's row under it, first, as in the JSON file. Name the table's first column "Category", as in the Invalid PSBTs table.
