Follow-up to #16140:
- Update the release process to maintain SECURITY.md; this looks like the sort of item that can otherwise be easily overlooked during a major release
- Clarify type of support in SECURITY.md
Question: If https://bitcoincore.org/en/lifecycle/#maintenance-period is still current policy, should v0.15 now be unmaintained and v0.16 EOL... seems the schedule on that page could use an update.

I am wondering if we should move the policy description from the website to this repo. Maybe it can be removed from the website, or the html generated from the document in this repo.

Maybe, though the one in this repository only concerns security, which releases will still receive security updates. The one on the website is more general, and concerns other backports as well.

I like the idea of bringing that info into, say, doc/versions-lifecycle.md or similar, and linking to it in doc/release-process.md.
