Fixes the issue presented in #25037 in a single (easily backportable) diff, with no additional refactoring/changes.

Can be tested with:
```
./configure \
  --disable-tests \
  --disable-bench \
  --without-libs \
  --without-daemon \
  --without-gui \
  --disable-fuzz-binary \
  --without-utils \
  --enable-util-util
```
