When the client is started without database, but with txindex=1 set, it exits, telling that you need to reindex to change the value of that flag.
That warning shouldn't need to be shown when initializing a fresh database.
Caused by #2648, I assume.
Initializing a new database with -txindex=1 set asks for reindex #2782
