   • Points release-notes.md to the devwiki (https://github.com/bitcoin-core/bitcoin-devwiki/wiki/v30.0-Release-Notes-Draft).

    • builds ✅
    • tests ✅
    • Generates the same files ✅ (except for the date in the generated manpages)
