Isn't it safer to provide a full path to the executable, to prevent the user's path from messing with it?

It appears the standard is to provide non-full paths, so thats what I went with.

I checked the desktop files in /usr/share on Ubuntu and indeed, a majority (but not all) specify a non-full path.
