ci: Remove confusing -DBUILD_BENCH=ON -DBUILD_FUZZ_BINARY=ON from CONFIG_ALL

The setting is redundant, because all CI tasks:

* Use the dev-mode preset, which has both included;
* Use -DBUILD_FOR_FUZZING=ON, which overrides both;
* Have them both disabled again (riscv_bare_cross);
