ci: Disable tests on ARM32 in GHA yaml #36701

   Fixes #36602

   Now that GitHub is spinning up Neoverse-V3 without a 32-bit mode, the CI fails on GHA.

   Fix it by disabling the tests on GHA.

   The tests can still be run locally (e.g. on a R-pi 4).

   Have you considered running the tests under QEMU instead of disabling them?

   The goal here is a minimal fix to unblock the red CI. Any larger rework can be done later (Happy to review)
