The 10.11 SDK is first available in Xcode 7.1, any opinions on wether we should target that for the new download vs Xcode 7.3.1?
In the OS X build guide, users shouldn't have to download the entire Xcode (~6GB) just to install the command line tools, running xcode-select --install should work instead.

Nope, this can be merged as is. [WIP] was leftover from when I opened and had to rebase and force push some changes.
