Trim down the XP notice and say more about what we support. #9550

The big notice at the top of the release note is not interesting to most users now and apparently comes across poorly to some.

Better to provide more information about what we do support.

[Don't merge yet. the OSX info is dummied out, someone needs to tell me what is well tested there]

We can use OSX 10.8+, as we're supporting 10.8+ and testing up to latest which is currently 10.12.2.
