ci: drop `-U_FORTIFY_SOURCE` from TSAN job #36412

   #30586 was fixed upstream by Marco in https://github.com/llvm/llvm-project/pull/206228 (shipped in 23.1.0). Also bump libc++ to 23.1.2.

   Followup to #36052.
